View the list of prompts on the Prompts page, and select the one(s) you'd like to submit a work for. Then, head over to AO3 and claim that prompt and fulfill at your leisure throughout October.
How do I claim and fulfill a prompt?

What if I don't see a prompt I want?
All prompts are completely anonymous: you can submit your own that you'd like to complete a work for and complete that prompt!
What if I'm not a writer?
That's okay! If you like to draw, this event is open to art as well! If not, feel free to submit prompts you'd like to see others submit to still be a part of the collection!
What's the word count requirement?
There is no word count minimum for this collection!
